Council Officers

      VP Federal Legislative Affairs
      David Lobb COL USA Ret.

      COL Lobb has served for over 37 years in the US Army including 10 years as an enlisted man where he obtained the rank of Sergeant First Class (SFC). In 1978 COL Lobb received a direct commission to 1st LT in the Chemical Corps. His has been assigned to various positions in the 364th and 80th ASG, 318th TM Agency, 902nd MI GP, Ops GP, and DIA DHS in Europe and the USA. Within 24 hours after 9/11 he was ordered to active duty to serve with our intelligence community in Europe. He retired in 2005 as the Senior HUMIT officer for DIA DOD for scientific and technical intelligence officer in Europe, Africa, and the Middle East. He received many awards and decorations for military service including the Legion of Merit Medal for his actions in Operation Enduring Freedom.

      In the civilian world COL Lobb worked for Allied Signal Corporation as their International Director for engineering plastics and built Allied’s market from a minor regional player into a major world-wide supplier with plants located worldwide.

      As a community volunteer he has served as the President of the South Carolina Council of Chapters of the Military Officers Association of America (MOAA) (4 times 5 Star LOE Award winner). He has served as President of the Aiken County Military Officers Association (MOAA) (2 times 5 Star LOE Award winner) and for 6 years as the Vice-President for Legislative Affairs for the South Carolina MOAA Council of Chapters. He serves as Aiken City Mayor Osborn’s emissary to Aiken’s sister city in Shoalhaven, Australia. Before coming to South Carolina, he was President and Campaign Chairman of a United Fund in Virginia, which won the outstanding fund of the year from the VA United Fund Association. He has worked for over fifty years with the Boys Scouts of America in various leadership positions including district commissioner and Chairman of the National Eagle Scout Association, European Chapter.

      COL Lobb is currently the President and CEO of DBL International Inc located in Aiken South Carolina. He is currently working for Ascend Performance Materials LLC as their Government and Military Advisor.
