MOAA LEGISLATIVE AFFAIRS NETWORK 

2025/2026 PRIORITIES:

  • Military family support/childcare

    • Basic needs allowance

    • Military spouse hiring act/ professional license portability

    • Military unaccompanied housing and Tenant Bill of Rights

  • Toxic exposure disability coverage.

  • MAJ Richard Star Act: To eliminate the dollar for dollar decrease in VA disability compensation.

  • TRICARE: Keep costs down while expanding MTF care and TRICARE network coverage.

  • Pay: Maintain pay at or higher than the Employment Cost Index.

MOAA State Legislative Forum (SLEF):

  • Gathers to Support Veterans and Service members and Share State Level Best Practices for Programs and Legislation

  • SLEF TOP TEN:

  1. Interstate occupational license recognition for military families
  2. Military Spouse Employment Preference (removing employment barriers for military family members)
  3. Putting military representatives on State Defense Councils
  4. Military exigency giving families time off to deal with military-specific events such as deployments and returns, etc.
  5. State exemption for military family run Child Care Centers
  6. Pre-K – 12 educational policy enhancements to get more information to military families about educational resources and options at their soon to be state of residence.
  7. State support for military families with special needs children.
  8. State support of military home schoolers
  9. Open enrollment flexibility for military families seeking to get their kids into school at a new state
  10. Conferment juvenile jurisdiction allowing local courts and law enforcement to handle juvenile and other military interpersonal violence cases at the local level instead of in federal courts

South Carolina Veterans' Coalition

SCVC is a grassroots consortium of veteran service organizations (VSOs) within SOUTH CAROLINA representing over 56,000 members. It was formed in early 2021 to help advance legislative proposals and policies before the South Carolina Legislature and the Office of the Governor. The PAML is a non-profit, non-partisan advocacy organization comprised of prominent South Carolina veteran and military groups, whose overall goal is to protect and enhance the well-being of our uniformed services community: those currently serving, veterans, retirees, their families, and survivors.

Current member organizations include American Veterans (AMVETS), Association of the United States Army (AUSA) Palmetto and Coastal Chapters, Disabled American Veterans (DAV), Marine Corps League (MCL), Military Officers Association of America (MOAA), Navy League of the United States, Reserve Officer Association (ROA), and the Veterans of Foreign Wars (VFW). Several other VSOs are in the process of joining this coalition.

The SCVC was the key power behind the passage of South Carolina's new Military Acts.
